Autonomous Agency, Lethal Systems, and the Collapse of the Handover Protocol

Abstract

On the flight-deck three words govern the transfer of aircraft control between pilots: ‘I have control.’ The pilot handing over acknowledges: ‘You have control.’ The protocol exists because ambiguity kills. Both pilots must know, explicitly and without question, who is flying the aircraft. The phrase is a precision instruction, a critical performance evolved from accident reports and inquiry findings across eight decades of commercial aviation. Its rigidity is its function. You cannot accidentally have control. It must be given, received, and confirmed, or the handover has not occurred. It can be demanded; when it is, the situation is life-threateningly serious and the power inequity is intense. On 21 July 2026, two events took place simultaneously that, read together, constitute a crisis point for this protocol and for the broader question of what it means to transfer control to an artificial agent.
