Abstract

The United Kingdom is approaching a hard, systemic infrastructure failure. Current trajectory treats artificial intelligence compute strategy, public data procurement, and climate resilience as separate portfolios. They are converging on a single, highly vulnerable two-year window (2027-2028). If the state defaults to extending centralised, foreign-owned platforms at the upcoming February 2027 NHS Federated Data Platform (FDP) contract inflexion point, it will lock in a decade of legal vulnerability while steering directly into an acute, climate-driven resource crisis by 2028. State paralysis will happen right before a mandatory 2029 General Election, creating an institutional vacuum ripe for extremist political capture. To ensure state continuity, national security, and regional economic survival, the UK must pivot from centralised concentration to a Sovereign Distributed Civic AI before the 2028 crunch point.
